Is it possible for a non admin/mod to delete a PM from an admin/mod?

I’ve been able to archive the PM as a regular user, but I don’t see the option to delete it. I don’t think it exists.
I have a user claiming he deleted a PM sent by a admin/mod.

That option does not exist. Non staff cannot delete topics or PMs.
