I need to go thru hundreds of users at tl3 and unlock them. Is there way to unlock all of those so I dont need to do it one by one?

I think the OP is referring to users locked into TL3 by an admin/moderator override, e.g.

Yes sorry what @EricGT said is what I meant. Theres many that were locked by another admin and i need to unlock them so they fall back out of tl3 status
