I did some searching and am not seeming to find what I hope I can configure

the nature of the community I am creating is sensitive and I would like to set a reminder to trigger before posting.

You could modify the text in admin/customize/text for education.new-topic and education.new-reply. This shows up in the first two posts the user creates so you could have it there as a reference.
