I think I noticed a similar problem with the “reporting improvements” change today. I know it will be removed soon, but since I am not sure what caused it, I am reporting it anyways. Maybe it’s because it’s the only change where the dropdown offers “staff” and “custom groups” but not “everyone”? Then it might affect future changes with a similar configuration too.
