Link to "Create new topic" and passing tag and category with query var?

I have a support forum for my site. So I want to add a static link that should take the users to the forum’s post editor and select the category and tag for the users. Something like, https://forum.example.com/?create_topic&tag[]=rest-api&tag[]=email&category=support
If the users are not logged in, they should be prompted to a login/registration page and then proceed to the editor. It can be a standalone editor (AFAIK Discourse doesn’t support a standalone editor page) or the default editor prompt.
