Link to filtered list from user profile suspensions link

Repro steps:

1. Find a suspended user(Or previously suspended)
2. At the top of the user profile, it should say something like suspensions.
3. Click on it.
4. It should send you to the logs, targeted at that user and the # of suspensions
   
   
5. But the logs show all actions taken on that user.
