If they are destructive 20% of the time, I’d kick them out. Every time they reappear, and tell them they are not welcome. There’s no shortage of people in the world: they are telling you by their action that they are not a suitable person.

This sounds like a difficult position to be in if the person is doing exactly what was asked of him but does not wish to be a part of it all.
I am no psychologist however, the individual sounds conflicted. Perhaps they are skeptical or frustrated, I guess you need to ask yourself:
- Is it worth reaching out to the individual to find out what exactly their reason for wanting to be removed but still wishes to be one with the community?
- Is this individual looking for validation?
- Does this individual want to cause harm to the platform?
- What is this individual looking for in being a part of this community?
Most people do things like this to get a reaction of some sort, perhaps they are looking for more than they let on.
