Mini oneboxing doesn't preview for encoding slug generation method

when slug generation method is on encoded, the mini oneboxing preview is not shown correctly:

should it be like this? as one may think it is not working.

It seems that Excon.public_send(@http_verb, ...) return 404.
Oneboxing, for example, this file: https://www.nalog.ru/html/sites/www.new.nalog.ru/docs/instruction_installation.pdf also don’t work.
May be some request headers wrong, or some additional properties need to set for Excon?
