I think you’re jumping the gun here.
As others have mentioned sites often use a default language for the primary region and primary target user base.
Now for a site that is targeting a full multi lingual community maybe a regional settings for each local that needs it might make sense. Like the example you provided Chinese characters.
Having the min topic requirement hinders nothing if a discourse forum is for Chinese users. Then the site owner will change the setting to suit their region.
I do see the value of having a local settings that can have overrides for things like Chinese character topic title lengths. This could be a feature request.
