I saw this on a discourse forum +www.blinqer.com). It’s awesome, and unfortunately, the forum owner wishes not to share CSS (I completely understand why). Any chance anyone here knows how this can be done?

It looks like Discourse Tab Bar for Mobile with different icons configured.
