Mod Functionality: Notification if IP created new account or Ban IP

Is there a way to notify moderators if a specific IP creates a new account? Or is there a way to ban an IP?

EDIT: I blocked the IP, not sure if this is the ‘correct way’ to do things. Sorry if this is a stupid question.

You have to go through and check their IP.
