Muted categories should not hide Tracked/Watched topics

I see, then this is what you are referring to:

Muted categories are too atomic

I am on the fence on if we should add a bypass on latest list for topics that you have explicitly tracked or watched, it can be done but is both expensive and can be counter intuitive.

The inconsistency here is really confusing, individually muting a single topic will NOT suppress it from latest, but muting a category does.
