I have seen the posts about this topic and done the same as mentioned in those topics, but I got a message from google
They sent me this message and I don’t know what to do, earlier they sent me a message doing some settings and I did on my FAQ and on Privacy Policy, now I’m unsure what to do.

Seems you are describing step 12 here. The app needs to be verified.
To get it fully working, you now have to change the status to In production . This means filling in a few more things, and submitting it for verification. They asked me to upload a video to YouTube explaining the privacy policy to users. For details see this:
