Nuevo tema en Staff es Borrador Compartido pero falta el botón "Publicar"

Continuando la discusión de Borradores compartidos: Permitir que el personal colabore en publicaciones antes de publicar:

La captura de pantalla anterior muestra un banner de “borrador compartido” que aparece encima de un tema normalmente creado en Staff. ¡Falta el botón de publicar! Además, como señaló @BlackKnob en el tema original:

Parece que todos los temas en la categoría Staff son borradores compartidos de forma predeterminada.

¿Podría estar relacionado? Que yo sepa, todos los nuevos temas en Staff ahora muestran este banner pero no el botón de publicar. Huele a un error.

Edición: Intenté crear un nuevo “Borrador compartido” en Staff y muestra el mismo problema.

Did you try changing the Destination Category?

When a shared draft category has been established, all new topics within that category are considered shared drafts. The destination category defaults to the category in which the topic was created. The “Publish Shared Draft” button does not display until you choose a category other than where it was created.
