"New" topics tab frequently shows inflated count of new topics

Visiting "Top" causes "New" count to become "1"

###Steps to reproduce During a period of inactivity on site Load clean homepage: https://meta.discourse.org Click “New” tab Ensure “New” tab lists no new topics Click “Top” tab ###Expected result Top content to display New count to not be displayed i.e. just “New” ###Actual result Top content to display New count displayed as “New (1)” ###Additional note Refreshing the page removes the count displaying just “New”.
