Apologies. A helpful exception message should have been printed. I’ll investigate why it wasn’t.
But follow those instructions or exclude chatbot and you should be back online.
I’ve updated the plugin so that a clear exception with link to guidance is printed in the case you haven’t installed the required postgres add-on.
This should now look like:

Discourse Chatbot now requires the embedding extension on the PostgreSQL database.

Alternatively, you can remove Discourse Chatbot to rebuild.
