AFAIK, you have two options without any extension:
- search for the setting
global notice,it will create a banner like these - public a topic as a banner (in the pin section), the users will have the ability to close this banner when they read it
If you want something more advanced, you can install a theme component from the admin customize section, something like Versatile Banner can be helpful
