Reconstrução gera erro em db:migrate devido a plugin corrompido

Olá,

Eu quero conectar o Discourse com um servidor SQL PostgreSQL separado. Criei um servidor de banco de dados no Azure e segui os mesmos passos mencionados no link abaixo.

Estou recebendo o erro abaixo ao reconstruir o aplicativo. O fórum também saiu do ar.

Qual versão do postgres você está usando? Acho que a 12 é necessária. A 13 é recomendada.
