Is the site hosted by us at discourse.org or do you have console access to the site? If you do have console access, all you need to do is enable the allow_restore site setting.
cd /var/discourse
./launcher enter app
rails c
SiteSetting.allow_restore=true
exit

But backup download has been no response.
Are you trying to download the data to restore elsewhere or restore it on the current site? After you turned on allow_restore you should be able to click the restore button that is grayed out on your first image.
