Restricted tags/tag groups not appearing in autocomplete

I turned this on to test and I noticed the category restricted tags and tag groups tags not appears on the new autocomplete list.

I believe this should be working now.

I think I can replicate that here with the broken end-of-life ones. They render fine when typed out, but don’t appear in the autocomplete

These are working on meta now after this change from @martin
