Is this a bug, or it’s the expected behaviour? I think that the minimum characters should affect to the preview characters

Yes this is by design, there are many “technical” ways of bypassing minimum post length. The goal is to discourage casual bypass, not literally blocking every single HTML or Unicode method of posting things that cannot be seen.
