If you’re starting there, sure, but if you start with quoting, then you have to copy your draft, start a message, discard your draft, and paste it.
Not a huge burden, but what does removing the option gain us?

The removal is mostly about cleaning up the draft system, it gets confusing when drafts are stored in the wrong places.
