Stuck at "Register Admin Account" even with an activated admin user

I’ve installed Discourse on a VPS. When I access the UI I see

I click the Register button but I get

even though I have an active admin user:

What else should I do?

EDIT: I’ve tried from an incognito window as well.

I’m not sure, but I think the issue is that there is no DISCOURSE_DEVELOPER_EMAILS defined in your app.yml. The logic in this first screen is a little weird.

It’s possible that if you visit /login instead of the homepage ,you’ll skip this dialog, log in, and be off to the races. I’ve had strange things happen when I log in the first user using a social login.
