I don’t think that’s possible. What are you trying to accomplish after you log in as system? There might be an alternative method.

Almost any setting can be changed by your own account through the web interface, as long as your account has ‘admin’ rights.
AFAIK, they only way to do so, is you’d need to go through the account creation process and use any email address. Again as an admin account for the site, you can go pull up the user in the admin tools and manually override their email verification (for example in the case you used a fake email address).

Admins do that not system.

You can’t. You really need to get mail working or you won’t have a forum. This might help you, though: Create Admin Account from Console.

As others have replied here, it is not possible to login as the system user. The system user is a special account that is automatically created by Discourse. It is used for performing some automated functions on the site. It is also used as the API user if you make API requests with the All Users API key.
If the site that you are asking about is on our hosting, you do not have access to the Rails console, so the guide for creating accounts from the Rails console will not apply to you.

Ho un caso che potrebbe giustificare la necessità di accedere come "system"
Quindi… ho commesso un errore e ho spostato una categoria in un’altra categoria (creando una sottocategoria). Ho salvato la sottocategoria senza aggiungere alcun utente nei permessi… quindi anche come amministratore non posso accedervi. Quando provo, ricevo l’errore Oops! That page doesn’t exist or is private. (Oops! Quella pagina non esiste o è privata.).
Speravo di poter accedere come system per riaggiungere i permessi in modo che gli amministratori possano accedere a quella sottocategoria.

Sono riuscito a usare la modalità /safe-mode per risolvere il problema

Sono contento che la modalità provvisoria ti abbia permesso di risolvere il problema 
Solo per tua informazione, salvare una categoria senza un gruppo specifico nelle autorizzazioni dovrebbe impostarla come accesso/visualizzazione solo per lo staff. Se così non fosse, o se un plugin o un componente del tema lo avesse bloccato in qualche modo, sarebbe utile se potessi condividere i dettagli.

La migliore spiegazione che posso fornire è…
Originariamente avevo la Categoria #1 con la Sottocategoria #1 al suo interno.
- Entrambe hanno permessi di lettura/scrittura per tutti.
Nelle impostazioni della Sottocategoria #1, ho cambiato la categoria padre in Categoria #2.
- La Categoria #2 ha permessi per Gruppo Personalizzato con lettura, staff con lettura/scrittura.
- La Sottocategoria #1 non ha nessuno nei permessi.
Quando ho provato a salvare le modifiche, ho ricevuto un errore che diceva che non potevo salvare finché non avessi aggiunto permessi per almeno un utente. Quindi, invece di aggiungerne, sono tornato alla home page, sono andato alla Categoria #2 e non sono riuscito a vedere la Sottocategoria #1.
Sono anche tornato alla Categoria #1 e non sono riuscito a trovare la Sottocategoria #1. Questo è dove avrebbe dovuto essere se non fossi stato in grado di salvare le modifiche, avrei pensato.
Ho quindi usato la ricerca per trovare un argomento all’interno della Sottocategoria #1. Sono stato in grado di vedere l’argomento. Ma quando ho provato ad andare alla Sottocategoria #1 per vedere gli altri argomenti, ho ottenuto l’errore 404.
Quando ho usato la modalità sicura, sono stato in grado di trovare la Sottocategoria di nuovo dove era originariamente nella Categoria #1.
