Is there a way to create a tag so only admins can use? Regular users can’t use this tag.

No there isn’t on option for ‘admin only’ but in the tags you can enable this:
Tags are visible to everyone, but only staff can use them
Or
Tags are visible only to staff
Perhaps you could make a feature request.

Sure, just create a tag group, add the tag to the group and change the permissions as follows:
That allows you to control permissions on one or more tags directly.
The second option will allow you to create tags which everyone can see but not use, the latter will be invisible to regular users.

He did say admins only, but I also think he means staff (moderators and admins).
