How user normal can add note to staff?

Thank you! But my mind, User normal send every note to every topic in order all member of staff can see this note when they view this topic. Note for topic, specific for topic. Not message betwen normal member and staff member. Thank for solve for me!

No, the whispers feature is designed for staff to use, and doesn’t store enough information to let regular users carry on private conversations like you suggest. Instead, use the New Message option when replying:
