you might want to update the system software before as well and make sure you on the correct postgresql.

apt-get update
apt-get upgrade

and then make sure you using PostgreSQL 12

I have upgraded a PostgreSQL container on a different server to version 12:

And it didn’t help! The forum still refused to build with the discourse-assign plugin…
I updated the system software on the server where Discourse is located:

This happened because the plugin and core Discourse, for you, needed to be updated at the same time. A command-line rebuild accomplishes that.

I used the command line: launcher rebuild app
From the beginning.
But until I updated the system software on the server - Discourse gave an error when rebuilding with the discouse-assign plugin.
I wonder why this is so. Previously, there was no need to update the system software.
