Topic admin actions wrench showing to non staff users

As you can see in the image below, the topic admin actions wrench is visible to non staff users. Nothing comes of it when pressed just shows some lines but obviously I’m not meant to see it.

The topic wrench on mobile attached to the post counter opens a blank modal for me:

Not sure if this should be in Contribute > Bug or Contribute > UX, and I’m not sure if it’s a Meta-only issue or not.
