Is there a way to have tagging trigger automatic actions? Specifically, can it be setup so that when a post is tagged off-topic to have an automated reply to the topic that reminds the poster the rules for that Category?

Off-Topic is a default flag, and that will already warn the poster about the rules.

Oh! Does it get messaged to them directly instead of commented on the post?
