How do users upload images into the signature without a link? Is that possible yet, or am I just not seeing it?

That is not possible at the moment.

A workaround. Send yourself a pm.
Create the signature with uploaded image. Leave pm intact as you will need that image link to remain active.
Paste the contents of your pm in your profile signature.

Well not as easy in the signature composer. But is doable as my post above details. 
Mind you the Op did say image without link. And all images in posts are a link.
