Users should always be able to delete their account. This to be in compliance with the General Data Protection Regulation of the European Union. Without this mandatory privacy feature, organizations or companies running Discourse are not allowed to offer their services to citizens of the European Union.

AFAIK there is no specific requirement that account deletion must be self-service.

The GDPR states that a user must be able to request " the erasure of personal data".
That is not the same as account removal. In this Austrian court case (German) it was concluded that account anonymization is sufficient to comply with article 17 of the GDPR.
