Yes the category security is something different. All this means is that people can see the group exists on the group page here: Discourse Meta They can also see who is a member of it etc.

I have 40 odd members in trust level 1. Group visibility has been set to everyone, but they cannot see each other. Why is this?

Trust Level groups are not shown on group list even if they are set to be
