I don’t know what a cheer is. The fourm that I am usually on does not have this feature. Is it an alternative version of a like? I think it is related to a view.
They are part of the Discourse Gamification Plugin plugin we currently have active here on Meta. 
No idea but somehow I’ve accumulate 200+ or so of them.
