FIX: Stop publishing whisper posts to the `/latest` MessageBus channel (#38867)

When a whisper was posted, a message was published to the `/latest` MessageBus c…hannel (scoped to staff and whisperer groups). This caused the "See 1 new or updated topic" banner to appear on the topic list. Clicking it inserted the topic at the top of the list. However, since whispers intentionally don't update the topic's `bumped_at` timestamp, the topic would drop back to its original position on page refresh. This removes the `/latest` publish for whispers entirely. Staff and whisperer groups still receive unread tracking and notifications for whispers via `publish_unread`, which correctly scopes visibility. The `whisper` parameter on `TopicTrackingState.publish_latest` is also removed since it's no longer needed. https://meta.discourse.org/t/397588
