As NateDhaliwal said, the idea is keep topics limited to 1 subject. I don’t know what “the links” are you refer to, we have many on this forum, but I can tell you that the standard behaviour of links is indeed to open in the same tab.

you can change this behavior in interface settings of user preferences my/preferences/interface
the default global behaviour is to open links in same tab to allow people with screen-reader applications to use our forums.

You can also change the default for users in your forum with the Default other external links in new tab site setting
