Improved moderation flags

Admins can now enable, disable, and reorder moderation flags.

Must not have received more than 5 spam or offensive flags (with unique posts and unique users for each, confirmed by a moderator)

i wonder if the new setting would still affect the TL (we set " tl3 requires max flagged" to be 5)

A flag is a flag so I’d imagine your custom flag will still affect the TL3 max flags.
