The discourse code references the wrong icon for “Tracked” notification level in Tag preferences:
The icon shown above is the fa-circle-o one used everywhere else for “regular” notification level, and it gets greyed-out. It should be (blue) fa-circle:
Seems impossible to fix this by any means other than asking for it to be corrected in the code, hence the bug report…
It’s a bit of a stretch to call that a bug…

I will say that I agree with Régis this doesn’t qualify as a bug.
It’s tiny but would confuse users. Thank you!
For reference, we classify a bug as:
A bug report means something is broken, preventing normal/typical use of Discourse.
While an incorrect icon can certainly be confusing, it doesn’t prevent normal use of Discourse. We still want to fix ux issues (as we did here), but we try to keep the bug category to things that truly break something.
