Likes are indeed limited. Trust level 3 users have twice the limit of a normal TL1 user, but they are still limited. By default, TL3 have 100 likes per day, but admins can customize this number.

Correct, these all multiply the base “Max likes per day”

It may not matter for your case, but note the limitation is intentional because it can help slow down someone who may be gaming the trust level system.
