Like an admin curated set of emojis across different emoji groups to pin to the top? We currently don’t have a setting for that, only whole emoji groups can be pinned.
Frequently used emojis are already floated to the top of the picker for each user. So, once a user uses an emoji once on the device, it’ll be available under FREQUENTLY USED.
