Via topic voting plugin :- lets suppose TL1 users are allowed to have 10 active votes. can these votes can be distributed across different topics within a specific category or across multiple categories?
any help would be appreciated

The user will have 10 votes to use across all categories with topic voting enabled.
For example
5 votes in #features
2 votes in #example-category
3 votes in #ideas
