Anonymous users generally aren’t new and don’t need to see tips aimed at new accounts. Plus I don’t want users to set profile pictures when they’re in anonymous mode. I like having the anonymous users be visually distinct. (actually if anonymous users got a subtle differentiator on their icon so you can tell them apart from users who start with “A” that would be good).
