The approve user button on the admin panel is missing? It was there this morning when activating new accounts, no settings were changed and discourse is fully up to date.
Does anyone have any ideas?

I think this happens when the new user has not yet confirmed their email address. Iād advocate for a greyed out approve button and some kind of explanation as this has confused people before, myself included.
I am not totally clear what you are describing, can you provide more detail and maybe a screenshot? Why do the new accounts need to be activated?
