Depending on how your Discourse is hosted you may find different elements are unavailable. For instance, on our Basic plan it’s not possible to customise your themes and you would need to upgrade to the Standard plan or higher.

I don’t see the option “Admin Settings> Customize> Themes> Edit CSS/HTML” available. What should I do to enable this button?

You can use a new theme component

You can create a new Theme component and attach it to your theme.

• Go to Admin → Customize
• Click on Install button
  
• Then attach it to your theme and click on Edit CSS/HTML button

Hm, it appears that some images in this thread are dead. When I try to open them in a new tab, I get an XML with “Access Denied”
