Você conseguiu resolver isso? Eu tive o mesmo problema quando mudei do bash para o zsh e esqueci de configurar o rbenv. Assim que voltei a usar o rbenv, tudo voltou ao normal.
O Ruby do sistema no macOS parece dar problemas de vez em quando.
Não consegui resolver. Você fez algo além de apenas instalar o rbenv como parte do script de instalação de dependências do Discourse? Foi só isso que fiz, pois não há outras instruções.
Meu ambiente de desenvolvimento foi configurado há muito tempo, então não tenho certeza. Não acredito que tenha feito algo além disso na época, mas talvez algo tenha mudado no macOS desde então.
Acho que você pode verificar se o rbenv está configurado… se você executar nano ~/.bash_profile, deverá ver algo assim:

Você também pode verificar rbenv versions para ver qual versão está atualmente selecionada (é a que tem um asterisco ao lado). Se for system, você deverá alterá-la… a versão 2.6.1 está funcionando bem para mim. (rbenv install 2.6.1 e depois rbenv global 2.6.1)
