In two years of organicallying running our community, I want to reorganize a lot of content and reduce the clutter of categories. I’d like to re-organize categories of old topics without making them look new or notifying (I have activated setting to not notify for laer)

If I bulk edit from /latest I will not bump dates… does this hold true for /latest in a category?
Since I posted that, there’s now a site setting to control this. So step 1 is to ensure create revision on bulk topic moves is disabled. Then yes, it’ll work from /latest or a category list (or any other view)
