Would they have same topics (translation?) Or the forums are supposed to be independent?
They are independent. I saw Mozilla community it’s multi language community but Arabic categories not RTL
If these are independent, I’d suggest setting up multisite (preferably in sub-domain configuration instead of subdirectory)

Yes, obviously … That should happen based on the locale set up for the particular forum
