After removing the banner it still shows to both public and logged in users.

Did you make it not a banner anymore (un-pin topic) before you deleted it?
I did change it to not a banner
How long did you wait between un-pinning the topic and deleting it? Perhaps there was a caching issue and the un-pinning can’t properly take effect because the topic doesn’t exist, so it can’t perform actions on it?
I don’t understand why this would not work immediately. Isn’t Discourse java based?

After you un-pinned it, did a new post appear in it that said it was no longer a banner?

Can you provide a screenshot of the wrench options on the topic?
try:
- undelete
- unbanner
- delete

If this works it’s a bug. Deleting a banner should stop it from showing up.

I just tested this case. Deleting a bannered topic removes banner.
Did you try refreshing the page?

I’ve just run into this exact issue, running v2.1.0.beta2 +289. Not sure if my case is related to server migration or not.
My only workaround was to create a new banner topic, unpin topic, then finally delete it.
We need an exact repro here to fix it, @techAPJ tried and had no luck. Possibly related to migration.
