I have 34 categories + subcategories on my site. When I go to reorder categories the lowest value category I can see is the 9th one - the modal will not scroll up further. I tested in safe mode and the behavior is the same.

Bug confirmed, I can repro the problem here on meta. The modal cannot be scrolled up, making it impossible to view all the categories and sub-categories.
