Category admin role?

I’m trying to understand if is possible (with current roles, permissions, etc) to create a user that can:

  1. see only categories assigned by admin
  2. see only users assigned by his group
  3. invite users and assign them only to his groups
  4. edit his users permissions

Meanwhile for the first two point I’m pretty sure it’s possible, I’m not about the last two.

This user it’s a sort of category moderator with some kind of power of a moderator/admin.

If the user is a group specified in the invite allowed groups site setting they can send invites to others.

If you make them a group owner, they can add members to their group.

However, the last point (4) thats something only staff (admin & moderators) can do at the moment.
