Category moderators deleting posts doesn't send a PM to the author

The issue

When a sitewide moderator deletes a flagged post in the review queue, @system sends the author of the flagged post a PM explaining that the post was removed. However, when a category moderator reviews a flagged post, this PM is not sent to the post author. I see this as an issue because it seems like a strange inconsistency and also has a negative impact on moderation transparency.

I “feel like” this is a regression but I don’t know exactly when it stopped working, unfortunately. I think it was working at least during August/September 2024?

How to reproduce

  1. Set up a user to be your category moderator and add them to a group that grants them category moderator permissions. This user should not be a sitewide moderator or admin.
  2. Use a different user to create a new post in the category.
  3. Flag that post.
  4. Review the flag as the category moderator user, choosing to accept the flag and delete the post.
  5. Observe that the author of the post does not receive any notification that their post was flagged and removed.
